Who this is for

  • Parents of Grade 10 learners asking "will my child go to Grade 11 automatically?" or "can my child repeat Grade 10?"
  • Families whose child wants to drop or swap a subject before Grade 11 starts in January 2027.
  • Principals, deputy principals and class teachers who need a plain statement of what is and is not official to share with parents.

Moving from Grade 10 to Grade 11 is a first for Kenya. The pioneer senior school class finishes Grade 10 in 2026 and starts Grade 11 in January 2027, and no class has ever made that step under Competency-Based Education (CBE). Not surprisingly, parents are asking questions that have no long tradition behind them. Is promotion automatic? Can a weak learner repeat Grade 10? Can a learner change subjects or pathway before Grade 11?

This guide answers each question using official sources only. Where the Ministry of Education or KNEC has published a rule, we quote it and link it. Where they have not, we say so plainly and explain what a family can sensibly do. As of 4 November 2026, several of the rules parents most want have not been published, and the honest answer is more useful than a confident guess.

Information current as of 4 November 2026. If the Ministry of Education or KNEC publishes guidelines on senior school progression, repetition or subject changes, those guidelines take priority over this page.

  • No pass mark for Grade 10. KNEC has not announced any pass mark, promotion exam or minimum score for moving to Grade 11.
  • The system is built for every learner to move on. Kenya has run a 100 percent transition policy since 2018, and the KCBE design counts Grade 10 SBA (15 percent), Grade 11 SBA (15 percent) and Grade 12 (70 percent) as one continuous cohort record.
  • No published senior school repetition policy. We found no Ministry or KNEC rule allowing or governing repetition of Grade 10. In December 2025, KNEC's chief executive ruled out repeating Grade 9.
  • No published procedure for changing subjects or pathway between Grade 10 and Grade 11. KNEC's July 2026 circular, as reported, said registered subject choices form the basis for placement, instruction and later assessment.
  • Any request to repeat, change subjects or transfer should be made in writing to the principal, with a written answer obtained before acting.

Moving from Grade 10 to Grade 11: what is official

Quick glossary

  • Promotion: moving from one grade to the next at the end of the school year.
  • Repetition: a learner staying in the same grade for a second year.
  • 100 percent transition: the government policy, in place since 2018, that every learner should move through all stages of basic education.
  • Subject registration: the record on KNEC's CBA portal of which subjects each learner is assessed in.
  • KCBE: the Kenya Certificate of Basic Education, awarded after Grade 12.

Is promotion from Grade 10 to Grade 11 automatic?

In practice, yes, that is how the system is designed, though no single document uses the phrase "automatic promotion to Grade 11". Three official facts point the same way.

  1. No promotion test exists. KNEC's Grade 10 assessment is school-based assessment, scored in school with KNEC tools and uploaded to the CBA portal. KNEC has described its role as contributing 15 percent of the final KCBE score. It has not described it as a gate to Grade 11.
  2. The assessment design follows a cohort. In January 2026, KNEC's chief executive said "the cumulative data gathered from the formative assessments in Grades 10, 11 and 12" will form part of reporting when learners receive their KCBE results, and that KNEC will pilot the senior school summative assessment in 2027 "when the 2026 Grade 10 learners are in Grade 11". The plan assumes this class is in Grade 11 in 2027.
  3. The policy goal is full transition. The government's 100 percent transition policy, introduced in 2018, aims to keep every learner moving through basic education. In January 2026 the Ministry ran door-to-door mop-up exercises with chiefs to get Grade 9 leavers into Grade 10.

The CBE reporting language supports the same reading. Learners are reported in performance levels (Exceeding, Meeting, Approaching or Below Expectation), not pass or fail. At the release of the 2025 KJSEA results, the Ministry stated that an Approaching Expectation grade was sufficient for learners to progress to senior school pathways requiring basic competencies, as Citizen Digital reported. That statement was about the move into Grade 10, not Grade 11, but it shows the system's direction: progress with support, not filter by marks.

So for the vast majority of families, the practical answer is: your child moves to Grade 11 in January 2027, and the job of the holiday is to arrive ready. Our Grade 10 SBA parent guide explains how this year's scores fit into the final certificate.

Can a learner repeat Grade 10?

This is the question with the least official material behind it, so we will be precise.

  • We found no Ministry of Education or KNEC circular setting out a policy on repetition in senior school, either allowing it or banning it.
  • For the stage below, KNEC's chief executive, Dr David Njengere, ruled out repeating Grade 9 when the 2025 KJSEA results were released on 11 December 2025. "I don't think it will be fair to keep a child in Grade Nine," he said, as The Standard reported, explaining that continuous assessment already tracks a learner's ability over several years.
  • Grade 10 SBA for this cohort has already been uploaded to KNEC in each learner's registered subjects, as the first 15 percent of a KCBE record.

Put together, a family that wants a child to "repeat Grade 10" is asking for something no published rule provides for, in a system that has already recorded the child's Grade 10 assessment with a specific cohort. KNEC has not said how a repeated year would interact with that record. Only KNEC and the Ministry can answer that, through the school.

If you are considering it, do this in order:

  1. Name the real problem. Is it long absence through illness, a learning difficulty, a family crisis, or a weak year in two subjects? Each has a different solution.
  2. Ask the school for the evidence. End-of-year report, subject teacher comments and attendance record.
  3. Ask what support exists first. Remedial lessons, a structured plan for Term 1 of Grade 11, or an assessment for special needs. Our guide to helping a struggling learner catch up in one term gives a practical model.
  4. Write to the principal. State what you are asking, why, and request the official position, including any guidance from the county or sub-county director of education and KNEC.
  5. Wait for a written answer before acting. Do not keep your child at home in January on the strength of a conversation.

Changing subjects or pathway before Grade 11

Every Grade 10 learner takes seven subjects: four core subjects (English, Kiswahili or Kenyan Sign Language, Mathematics and Community Service Learning) and three pathway subjects. A request to "change" can mean three different things, and the official picture is similar for all three.

Change requested What is published Practical consequence
Swap one pathway subject, same pathwayNo procedure found. Schools offer combinations approved by the sub-county director; the Ministry's 2025 circular set a minimum of 15 learners per combinationPossible only if the school offers the new combination and an official route exists
Switch Core to Essential Mathematics, or the reverseKNEC's July 2026 guidance, as reported, required learners with two or three pure sciences to take Core MathematicsA pure-science learner cannot simply move to Essential Mathematics
Change pathway entirelyThe 2025 to 2026 placement review allowed changes before Grade 10 began; no later procedure foundThree subjects and possibly the Mathematics level change, after Grade 10 SBA was recorded
Drop a core subjectCore subjects are compulsory for every learnerNot possible

The key official line is from KNEC's July 2026 registration circular, as reported by Soko Directory: "Subject choices registered will form the basis for learner placement", instruction and subsequent assessment. The Grade 10 SBA your child completed in 2026 was recorded in those registered subjects. A change for Grade 11 would leave a learner with Grade 10 SBA in a subject they no longer take, and none in the new one. KNEC has not published how that would be handled.

Before asking for any change, test the alternatives. A learner struggling in one strand of Physics usually needs a holiday plan for that strand, not a new pathway. A learner who has discovered a love of computing can build it through ICT lessons, clubs and holiday projects. If the change is about a new career goal, check whether that career genuinely needs a different combination; our guide on choosing senior school subjects for career goals helps, and the subject combinations guide shows how the pathways divide.

What is still unpublished: a checklist to watch

These are the gaps we could not fill from official sources as of 4 November 2026. When any of them is published, it will come through a Ministry or KNEC circular to schools, and the principal is the best person to ask.

  • A senior school progression and repetition policy.
  • A procedure, if any, for changing subjects or pathway after Grade 10.
  • How KNEC would treat Grade 10 SBA records if a learner's subjects change.
  • Grade 11 SBA dates and tools for 2027.
  • Details of the 2027 senior school summative pilot: which schools, which subjects, and whether it counts.
  • The KCBE grading scale.
  • The exact opening date of Term 1 2027. Our 2027 school calendar guide tracks it.

One family's decision

Take Omondi, a Grade 10 learner in the Social Sciences pathway at a day school in Homa Bay (a made-up example). He missed six weeks of Term 2 with a broken leg, and his end-of-year report shows Approaching Expectation in Geography and Essential Mathematics. His grandmother, who is his guardian, hears from a neighbour that he should "repeat Form Two" and asks the school. The principal explains that there is no published repetition policy for Grade 10, that his Grade 10 SBA is already recorded with his class, and that the school would need guidance from the sub-county office before even considering it. Instead, the school offers a support plan: two catch-up sessions a week in Term 1 of Grade 11 for Geography map work and Mathematics. Omondi uses the December holiday for the same two subjects, three short sessions a week. His grandmother keeps the principal's written reply and the support plan in his school file. Omondi moves to Grade 11 with his friends, a clear plan, and no gap in his assessment record.

Common mistakes parents make about Grade 11 promotion

  • Using 8-4-4 language. "Repeating Form Two" belonged to the old system. Grade 10 is assessed differently and recorded with a cohort.
  • Believing a "Grade 10 pass mark". None has been announced.
  • Acting on a verbal "it should be fine". Any change to grade, subjects or school needs a written answer.
  • Paying anyone to arrange a change. No agent can buy a subject change, a repeat year or a transfer.
  • Buying Grade 11 books before the subject question is settled. Wait for the school's list. Our guide to the KICD-approved Grade 11 textbooks explains why.
  • Treating Approaching Expectation as failure. It means "on the way" and calls for targeted support.
  • Letting the holiday drift. The surest route to a good Grade 11 is closing two Grade 10 gaps before January.

Getting ready for Grade 11

Whatever the answers to the policy questions, almost every learner reading this will be in Grade 11 in January. The best preparation is steady holiday work on the weakest subjects. Our Grade 10 revision guide by subject shows where marks are commonly lost, the Grade 10 notes by pathway give the content, and the Grade 10 Complete Revision and Exam Kit adds practice papers with answers. The Grade 11 hub will collect materials for the new year, and Somo, our CBC AI tutor, can explain a difficult strand at any hour.

Frequently asked questions

Will my child automatically move to Grade 11?

No pass mark or promotion test has been announced, and the KCBE design follows the 2026 Grade 10 class into Grade 11 in 2027. In practice, learners move on. Confirm any concern with the principal.

Can my child repeat Grade 10?

We found no published Ministry or KNEC policy on repeating Grade 10. Grade 10 SBA is already recorded with the cohort. Ask the principal in writing, and look at support options first.

Is repeating Grade 9 allowed?

KNEC's chief executive ruled it out in December 2025, saying it would not be fair to keep a child in Grade 9 given their continuous assessment record.

Can my child change subjects for Grade 11?

No published procedure exists as of November 2026. KNEC's July 2026 circular said registered subject choices form the basis of instruction and later assessment, so any change has assessment consequences only KNEC can answer.

Can my child drop Mathematics in Grade 11?

No. Mathematics is a core subject for every learner, taken as Core or Essential Mathematics.

Does Grade 11 count towards the KCBE?

Yes. KNEC has said Grade 11 SBA counts for 15 percent of the final KCBE score, the same as Grade 10.

Who decides on a transfer to another school for Grade 11?

No Grade 11 transfer guideline has been published. Start with the current and receiving principals and the sub-county director of education, and get any approval in writing.

Conclusion

Moving from Grade 10 to Grade 11 under CBE is, in practice, a move every learner makes: there is no pass mark, no promotion test, and KNEC's assessment plan already places this class in Grade 11 in 2027. What has not been published is just as important: no senior school repetition policy, no procedure for changing subjects or pathway, and no statement on how a change would affect Grade 10 SBA records. Families with a genuine concern should name the real problem, ask the principal in writing, look at support first, and act only on a written answer. For everyone else, the holiday task is simple: close two Grade 10 gaps and arrive in January ready for the next 15 percent.
