Updated 8 November 2026.
Direct answer: Kenya's comprehensive school heads open their four-day national conference (KECSHA) in Mombasa tomorrow, Monday 9 November. The Daily Nation reported on 7 November that they will press for one administration for primary and junior sections and for clearer promotion and pay paths. The event was announced on 28 October. No decisions yet.
What was reported on 7 November
The Daily Nation (nation.africa, published early on 7 November 2026) says the conference begins on Monday 9 November at the Sheikh Zayed Children Welfare Centre in Mombasa and lasts four days. It names Fuad Ali as KECSHA national chairman. Education News published an advocacy-style piece at 18:10 the same day urging every headteacher to attend. It lists the integration of junior schools, promotions and capitation among the topics that could be discussed.
This is not the first report of the event. The Standard reported on 28 October that school heads would meet for a four-day conference, without giving dates, and Capital FM gave the dates as 9 to 12 November in Mombasa on 3 November. What is new on 7 November is the heads' stated agenda on junior schools, promotions and pay. The Standard said the Teachers Service Commission (TSC) is described as central to discussions on the teaching profession. The outlets quote different wording for the theme, so we do not give one. This article rests on those named outlets; we have not seen the conference programme.
On the name: the Nation's text, Capital FM and Education News say Kenya Comprehensive Schools Heads Association. The Standard (and one Nation photo caption) say "Primary". We use the Nation's text.

What the heads say they want
One administration for the comprehensive school
The Nation quotes Mr Ali as saying the heads are "not for autonomy" and are "only for one administration for the entire comprehensive school", with one head of institution and deputies managing the sections. It says heads argue that separate structures would raise government spending and complicate management when resources are limited. It says the disagreement has run since 2023. The same report says KUPPET opposes the arrangement and wants junior schools run independently or moved to secondary schools. We take no side.
Career progression and administrator pay
According to the Nation, the heads back TSC's proposed Career Progression Guidelines and want primary teachers able to move up job grades. It also says they want higher job groups for administrators because of the extra duties that came with junior school integration, and that they are awaiting recommendations from the Salaries and Remuneration Commission. The Nation quotes Mr Ali on the Grade 6 to Grade 7 transition, saying it recorded 100 per cent progression.
What it means for teachers
For junior school teachers, the Nation's 7 November report describes a concern about progression. It says TSC moved teachers from primary to junior schools in 2023 and 2024, that those already at C2 gained nothing on deployment, and that C4 is tied to administrative posts junior schools do not have. The report carries the teachers' and unions' accounts and no TSC statement, so we cannot say how TSC would respond. A Nation editorial dated the same day calls for the matter to be settled before the 2027 academic year; that is the newspaper's opinion. For background, see our guide to the TSC junior school teacher transition, our note on the KUPPET and KNUT discussion on junior school autonomy, and the Term 1 2027 teacher checklist.
What it means for parents
None of the reports mentions school fees, term dates or what your child is taught, and we are not aware of any change. A conference of heads can only discuss and recommend. If your child's school has a junior section, the head or deputy remains the first contact.
What we do not know yet
We could not see the conference programme or any resolutions, because it has not started. The reports do not say whether TSC, the Salaries and Remuneration Commission or the Ministry of Education will respond during the conference. We will update this page if official statements follow.
